Can I start a quote by texting photos?

Send a wide shot of each room, wall or area, plus close-ups of any cracks, peeling paint, mould or oil stains, and include your suburb and what you'd like painted. If you know them, mention rough sizes, ceiling heights and whether the house is single or double storey. There's no obligation to go ahead.
Do painters need a licence in Victoria?
Not for painting on its own. Consumer Affairs Victoria says anyone doing home building work under a contract worth more than $10,000 must register with the Building and Plumbing Commission, Victoria's building regulator, but jobs that involve only painting don't need registration. A job over $10,000 that uses a combination of skills, such as plastering and painting, does. Whoever you hire, get the scope, price and timing in writing before work starts, and keep any changes in writing too.
